The purpose of the regulation is to prevent the ignition of combustible materials... The ignitability of combustible materials shall be restricted. The lagging on the FO valves in the engine room had been heavily stained with unknown substance. PSCOs confirmed pipe was not leaking. 74 SOLAS (14 CONS) II-2/4.1.3

Resolution: The lagging in question was replaced prior to the PSC team departing.
