Each towing vessel certificated under the provisions of this subchpater must be in full compliance with the terms of the COI. The following items must be corrected prior to issuance of initial COI:
1) Master must hold a towing endorsement on MMC.
2) Provide proof of completion of EAP supervisor training. Provide list of employees enrolled in random drug testing program.
3) Update Health and Safety Plan to ensure all items listed in 46 CFR 140.510 are covered.
4)Provide records for crew safety orientation, drills and instructions, records for towing gear inspection. All items to be recorded in log book can be found in 46 CFR 140.915.
5) Install fire-detection system in accordance with 46 CFR 142.330. The installation of the system must be certified by a registered professional engineer, by a technician with qualifications as a National Institute for Certification in Engineering Technologies (NCET) level IV, or by authorized class society.
6) Provide proof that fuel hoses meet SAE J1942 standards and remove kink on stbd side hose.
7) Prove proper operation of bilge alarm.
8) Install low level alarm on hydraulic steering tank. Prove proper operation at operating station.
9) Mark skiff in accordance with 46 CFR 199.176.
10) Remove wing nuts from batteries.
11) Mark life ring buoys and install water lights.
12) Mark location of life jackets, life jackets must be fitted with lights, post instructions for donning of life jackets.
13) Provide vessel's stability documents.
14) Provide U.S. Coast Pilot, Tides and Currents Tables, Coast Guard Light List, and Charts.
15) Label general alarm/sound signal.
16) Label container for distress signals.
17) Provide first-aid kit.
18) Conduct drills.
19) Provide emergency procedures for towing.

All owners and operators of an existing towing vessel must have a valid Certificate of Inspection (COI) prior to the specified phase-in period. This vessel is one of the 50% of the vessels that has not obtained a valid COI. The vessel shall be made available for a Coast Guard COI inspection within 90 days. If an inspection is not completed prior to this date, the action for this deficiency shall be changed to a 60 (Rectify deficiencies prior to movement) and the vessel may no longer be permitted to operate.
