10114-Voyage Data Recorder- To assist in casualty investigations, ships when engaged in international voyages shall be fitted with a voyage data recorder (VDR). Master informed PSCO that vessel's VDR was not operational. VDR was displaying multiple errors. Vessel was issued a flag state dispensation for the VDR until September 21, 2018. Provide technician report attesting to the repairs and VDR's operational status.
