(a) Requirement to establish and maintain evidence of financial responsibility. The COFR Operator of a vessel must establish and maintain (or cause to be established and maintained) evidence of financial responsibility acceptable to the Director using any one of the methods specified in § 138.110, in an amount equal to or greater than the total applicable amount determined under § 138.100 and, in the case of a financial guarantor, as further provided under § 138.110(c)(2) (aggregation of total applicable amounts). The evidence of financial responsibility required by this paragraph must be Provided electronic proof of COFR.

Examine hatches and ensure all hardware is in place where fitted. There are missing nuts on multiple confined space hatches. When applying hardware ensure it is in kind and as designed.Deficiency defferred to dry dock.

b) Qualifications. The VSO must have general knowledge, through training or equivalent job experience, in the following: document and conduct training

Designate, in writing, by name or title, a Company Security Officer (CSO), a Vessel Security Officer (VSO) for each vessel, and identify how those officers can be contacted at any time;

Provide transfer procedures along with list of PICS. 33CFR155.720.

Provide Vessel Response Plan

Provide written oil transfer procedures to cognizant OCMI prior to conducting any cargo operations.

Provide warning signs

Provide evidence on VGP NOI

Make vessel available for Inspection for Certification to cognizant OCMI (SEC Charleston)

Install overfill protection (rising sticks) prior to conducting cargo operations
