The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. For this purpose, the following functional requirements shall be met: Means shall be provided to limit the accumulation of flammable vapors. PSCO observed the fuel supply valve for #4 fuel pump was closed. Crew opened valve and PSCO observed fuel leaking from fuel pump.
Condition: Improper/Lack of Maintenance
Action required: 60 - Rectify deficiencies prior to movement

Resolution: Received and accepted class report from NKK stating deficiency was rectified.

All lifesaving appliances and arrangements shall comply with the applicable requirements of the code. The engine starting systems and starting aids shall start the engine at an ambient temperature of -15C within 2 minutes of commencing the starting procedure. Crew was unable to start rescue boat engine.

Fire protection and Fire fighting systems and appliances shall be maintained ready for use. PSCO Observed one EEBD in the engine room was not charged and ready for use. Crew replaced EEBD with a spare.
