For this purpose, the following functional requirements shall be met: Means shall be provided to limit the accumulation of flammable vapors. PSCO observed the fuel supply valve for #4 fuel pump was closed. Crew opened valve and PSCO observed fuel leaking from fuel pump.

The engine starting systems and starting aids shall start the engine at an ambient temperature of -15C within 2 minutes of commencing the starting procedure. Crew was unable to start rescue boat engine.
