The machinery shall be of a design and construction adequate for the service for which they are intended and shall be so installed and protected as to reduce to a minimum any danger to persons on board. Vessel sustained a malfunction of the turbocharger to the main propulsion engine while transiting inside the navigable waters of the U.S., causing a reduction of propulsion.
Condition: Improper/Lack of Maintenance
Action required: 17 - Rectify deficiencies prior to departure

Resolution: Vessel provided satisfactory class and technician report attesting to repair of malfunctioning turbo charger to the main propulsion engine.

Def: - 01: 1020 - Fire protection systems and fire fighting systems and appliances shall be maintained ready for use. PSCO discovered fire detection panel on bridge to have fault alarm. System fault was noted to company but not class society. Testing revealed panel was operational, however, fault remained. 74 SOLAS (14) II-2/14.1.1, 17AC
