13199- Other (Machinery)- The main steering gear and rudder stuck must be of adequate strength for and capable of steering the vessel at maximum ahead service speed, which must be demonstrated to the satisfaction of the cognizant Officer in Charge, Marine Inspection. It was reported that during the vessel's mooring evolution the starboard rudder failed to respond to helm commands. The vessel attempted to switch to manual to no avail and the vessel rudder was locked 20 degrees out of position. The vessel was able to bypass the malfunction by switching pumps to move the rudder into position. The vessel was unable to identify the source of the malfunction. Vessel is required to submit a class report to our office attesting to the rectification of the steering system. 46 CFR 58.25-10(b)(1) 60AC

The main steering gear must be of adequate for and capable of steering the vessel under all seagoing conditions. While transiting in the Columbia River the vessel experienced an alarm indication on the primary steering pump. Vessel is to verify proper operation of the steering gear in the presence of a Marine Inspector.
Action required: 17 - Rectify deficiencies prior to departure

Resolution: Attending technitian from CS Marine was unable to find any issues/faults with the steering gear feedback (servo) unit. Steering gear tests in all modes were deemed satisfactory.
