PSCO observed inoperable BWMS due to electrical short circuit on two power feeders supplying the number four BWTS electrolyzer. System electrically isolated and tagged out due to arcing, sparking and smoke from affected electrical terminals. 40c

Resolution: Technician attended vessel in Martinez, CA, repaired and tested BWTS. Received technician's report which satisfies requirement for clearance of deficiiency. See tech report attached.
