Installed equipment inconsistent with IAPP, EIAPP, or Technical File. Vessel restricted to U.S. Voyages only. IAPP specifies no engines. Found two 300 hp hydraulic pump unit “powerpacks,” four hydraulic line winches and chocks and bitts during 1st annual inspection. Vessel representative states installed 2-3 weeks prior, and equipment was installed to help load and unload cargo (and not being used during upcoming Panama Canal voyage). During outbrief, tug master stated these were installed for, and would be used during canal transit. Vessel restricted to US voyages only until MARPOL ANNEX VI certificate is annotated appropriately. During inspection, I had endorsed COI for 1st annual exam; and MARPOL IAPP (ANNEX VI) certificates for intermediate survey (COI: 31 OCT 2022-18DEC2027, IOPP/IAPP 31 JUL 2020-2025). Notable damage on #3,4,& 5 starboard void spaces from an allision w/ cement pilings as described below: #3 Stbd void/frame 14-15/bilge knuckle 5-6' length, 3" deep inset #4 Stbd void/frame 24/bilge knuckle 3' length , 2 1/2" deep inset #4 Stbd void/frame 23-24/bilge knuckle 4-5' length, 2-3" deep inset #5 Stbd void/frame 25/bilge knuckle 18" length, 2" deep insert Repairs must be completed during next scheduled dry dock. Additional internal exams of the above voids and damaged locations shall occur at each annual inspection prior to next dry dock. Vessel will be allowed to continue operation unless notable change to damaged areas is identified in subsequent inspections.
