PSCO OBSERVED SHIPS CREW WAS NOT ABLE TO CALIBRATE PORTABLE GAS DETECTECTION INSTRUMENTS DUE TO NOT ENOUGH SPAN GAS ONBOARD.

Vessel’s logs contained records of ballast water treatment proven to be falsified on the basis of the system being inoperable at the time of claimed treatment.
