The vessel owner or operator must ensure that they maintain one English language copy of the VRP, at a minimum the contents listed in paragraphs (c)(1), (c)(2), (c)(3), (c)(5), (c)(6), (c)(7), (c)(10) and (c)(11) of this section and a copy of the Coast Guard approval letter, onboard the vessel. In lieu of paper format, the vessel owner or operator may keep an electronic copy of the VRP and approval letter onboard the vessel. Neither the approval letter or response plan were on board at the time of inspection.

Each tank vessel must undergo dry dock and internal structural examination with salt water endorsement in accordance with Table 31.10-21(a). Vessels dry dock and Internal Structural Exam expired 31DEC2019. Vessel is allowed to offload remaining fuel on board to proceed to dry dock. After offload no cargo operations are permitted until a credit dry dock and internal structural exam is completed to the satisfaction of the attending marine inspector.
