Each cargo tank of a tank barge that is equipped with an approved vapor control system must be equipped with a liquid overfill protection device. The overfill protection device for cargo tanks 1 center and 3 center is inoperable. Repair and prove proper operation of the overfill protection device to the satisfaction of the Coast Guard prior to conducting cargo operations but no later than 14 days whichever is sooner.
