While U/W vessel experienced a failed injector on the #6 cylinder and is not able to make full speed. Vessel is unable to effect repairs while U/W and has requested to sail under reduced propulsion to Montreal. Vessel is cable of making 67% of normal power while running on only five cylinders and usually steams ahead at 62%. Once repaired, provide proof from class that engine is fully functional.
Action required: 16 - Rectify deficiencies w/in 14 days
