The machinery, boilers, and other pressure vessels, associated piping system/fitings shall be at a desing adequate for their services. Vessel hasd a propulsions irregularity due to blackage of its fuel screen filter forward of the #1 and #2 centeral cooler/heat exchanger. Engineering crew could not provide records for last time coolant exchanger was cleaned. Clean both #1 and #2 heat exchanger/cooler in accordance with manufactor requirements. SOLAS 74 AM II/1-26
