On ships carrying flammable or toxic products or both, a water spray system for cooling, fire prevention, and crew protection should be installed to cover. PSCO observed inadequate volume of water spray on deck at nozzles to uniformly distribute water spray on all protected surfaces. Prior to cargo. IGC Code 11.3.1
The vessel was placed under a Restriction because of a safety deficiency that needed to be corrected prior to cargo.
