Quick closing fuel valve for MDO storage tank DT-09 was found blocked in the open position using a pair of vise grips and a block of wood, preventing remote closure in an event of a fire. Quick closing valve was unblocked and tested in the presense of the [name withheld] revealed valve would not remain open and leaked fuel without the gag in place. Valve was closed and sealed with a tag #J2B2710 and cannot be used until repaired/renewed to the satisfaction of Class.
