Gas detection equipment should be so designed that it may readily be tested (13.6.6). In the case of flammable products, hold spaces and interbarrier spaces should be provided with permanently installed gas detection system capable of measuring gas concentrations of 0% to 100% by volume (13.6.11). During operational test of fixed gas detection system, crew applied 50% LEL isobutane to sensor in compressor room. LEL reading went past 90% and errored. Crew could not demonstrate satisfactory test at any location.

Each operation described in paragraph 2 of this regulation shall be fully recored without delay in the oil record book part 1, so that all entries in the book appropiate to that operation are completed. The ORB presented to the Port State Control Officers (PSCO)had multiple discrpancies that did not account for about eleven cubic meteres of bilge water not on board according to entries on April 2, 2018 and April 7, 2018 after PSCOs observed soundings during exam. Additionally, it was determined through crew statements and watchkeeping sounding logs that the presented ORB is not a true account of the handling of oily waste and blidge water on the ship. 1710 MARPOL ANNEX I/17.4 17ac
