Machinery, boilers, and others pressure vessels, associated pipping systems and fittings shall be of a design and construction adequate for the service for which they are intended. PSCO believes that there is an operational irregularity limiting the vessels ability to acquire ordered RPMs in expected time ranges based on service environment. It was observed observed from ship's EOT recorder that it took 16 minutes to go from slow ahead to full ahead RPM in current condition. SOLAS II-1/26 60AC

The purpose of this regulation is to maintain and monitor the effectiveness of the fire safety measures the ship is provided with. For this purpose, the following functional requirements shall be met. Fire protection systems and fire-fighting systems and appliances shall be maintained ready for use. When testing the #2 fire pump, 15 minutes passed before the pump pressurized the fire main.

Rescue boats shall be stowed in a state of continuous readiness for launching in not more than 5 minutes. When crew attempted to start the engine, the pull cord broke. Vessel crew was able to repair and successfully start the engine within 40 minutes. 10C

PSCO observed plastic water bottles being used as a shields to electrical connections on the refrigeration plant in the machinery space.
