Resolution: Vessel agent provided a letter from the steering gear manufacturer that stated the solenoid failure alarm is a system defect and does not indicate a failure within the solenoid. Any time the directional control valve is manipulated prompts a failure alarm

Objective evidence during an expanded ISM exam revealed that solenoid valve alarms for steering gear pump 1 and 2 were treated as nuisance alarms and not promptly addressed or reported by the crew as per the operations Manual in concurrence with ships safety management procedures. Machinery- Each emergency generator set arranged to be automatically started shall be equipped with starting devices approved by the administration with a stored energy capability of at least three consecutive starts. The emergency generator battery bank #2 experienced a small explosion that rendered the generator and battery bank inoperable. The battery was promptly replaced with a spare and PSCO witnessed successful operation of emergency generator on both #1 and #2 battery banks. Provide Class report attesting to the proper operation of vessels emergency generator. 74 SOLAS (14) II-1/44.2-17ac

0199- Other- Maintain a ballast water management (BWM) plan that has been developed specifically for the vessel and that will allow those responsible for the plan's implementation to understand and follow the vessel's BWM strategy and comply with the requirements of this subpart. The plan must include actions for implementing the mandatory BWM requirements and practices as well as procedures for coordinating the shipboard BWM strategy with Coast Guard authorities. The master was unaware of vessel's ballast water compliance extension letter dated April 13, 2017 and the vessel's BWM plan was not updated to reflect the above mentioned requirements. 33CFR151.2050(g) Code 40ac
