The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that in all respects will remain fit to proceed to sea without danger to the ship or persons on board. The vessel experienced an equipment failure while transiting the navigable waters of the United States which adversely impacted its fitness and capability to safely maneuver the Houston Ship Channel. Submit for review a Classification Society report to [email withheld] attesting to the cause of the equipment failure, that authorized temporary or permanent repairs have been completed, and that the vessel's full and normal manueverability has been restored. 74 SOLAS (14) I/II
