All steering gear components and the rudder stock shall be of sound and reliable construction to the satisfaction of the administration. PSCO observed excessive hydraulic leak at #4 steering gear activator.

Resolution: Received, reviewed and accepted class report ABS stating the deficiency was addressed and short term Safety Construction Certificate was issued for 60 days.

The company should establish procedures to ensure that the ship is maintained in confrormity with the provisions of the relevant rules and regulations and with any additional requirements which may be established by the company. In meeting these requirements, the company should ensure that appropriate corrective action is taken. PSCO observed correspondence in regard to deficiency dating in excess of 45 days. An internal audit is required within 90 days.
