he master and crew of a vessel will be familiar with
the content of and have mounted at the operating
station, emergency instructions containing the actions
to be taken in the event of fire, heavy weather, or man
overboard conditions. The emergency instructions must be
designed to address the particular equipment,
arrangement, and operation of each individual vessel.
During drill crew-member working over the water had not
donned a life jacket. Add this step to vessel's
emergency instructions. Vessel's Master also determined
the best side to bring victim to meet EMT would most
likely be the "Canalside" side, due to possible quicker
response by onshore emergency responders. Add verbiage
to emergency instructions stating that (depending on
circumstances at the time) bringing a victim to meet
onshore first responders may be best done on the
Canalside side of the river.
