All lifesaving appliances should comply with the applicable SOLAS regulations. During the inspection of this Mobile Offshore Drilling Unit (MODU), the retro-reflective tape on multiple lifeboats was found to be severely faded, peeling, and degraded. The material no longer meets the required reflectivity standards to assist in nighttime or low light detection. The vessel operator must replace all degraded, faded, and peeling retro-reflective tape on the exterior and top of the gunwales of all lifeboats. The replacement material must be Type 1 or Type II marine-grade retro-reflective tape approved to IMO Resolution A.658(16) / LSA Code standards.

Load lines should be assigned to units as calculated under the terms of the 1988 LL Protocol and should be subject to all the conditions of assignment of that protocol. During the marine inspection, it was observed that the vessel's load line markings on the hull were improperly displayed. Specifically, the deck line and the load line (plimsoll) mark were inadequately maintained, obscured, or lacking sufficient color contrast, rendering them not readily visible as required for verifying the unit's operating draft and freeboard. The vessel operator must properly re-mark and paint the deck line and load line (plimsoll) marks. The marks must be permanently applied (punched or welded) and painted in white or yellow on a dark background, or black on a light background, so that they are plainly visible to the satisfaction of the attending marine inspector and the vessel's classification society.

Piping systems should be designed to preclude direct communication between hazardous areas and non-hazardous areas. Observed improper boundary piping and cable penetrations. Pipe and cable transits had disturbed sealing systems on forward and aft bulkheads of the active pit room. All improper cable passages must be sealed using approved sealing systems installed in accordance with manufacturer's instructions.

Each Life jacket should be fitted with a life jacket light complying with the requirements of the LSA Code. While on board, observed the life jacket lights to have been expired. Replace expired life jacket lights accordingly.

In addition to complying with the requirements of section 4.6 or 4.7, as applicable, a lifeboat with a self contained air support system shall... The system shall have visual indicators to indicate pressure of the air supply at all times. While on board, observed the air bottle pressure gauges to be malfunctioning in lifeboat 2 and 4. Ensure the air bottle gauges on all lifeboats are working satisfactory as designed and ensure follow-up with third party Viking is completed as they were recently onboard for the annual servicing.

An enclosed space with direct access to any zone 1 location is not considered hazardous if: The access is fitted with two self-closing gastight doors forming an airlock, the space has ventilation overpressure in relation to the hazardous space, and loss of ventilation overpressure is alarmed at a manned station. Vessel is currently configured with hose entering a zone 1 location, preventing gas tight doors from operating (closing) as required and disrupting required overpressure between spaces. The required alarm is function with audible component silenced.
