Vessels #3 Diesel Generator has a fuel leak, causing pooling of fuel on top of engine block in drip tray behind splash guard.

Whenever an accident occurs to a ship or a defect is discovered, either of which affects the safety of its life-saving appliance or other equipment, the master or owner of the ship shall report at the earliest oppertunity to the Administration, the nominated surveyor, or recognized organization responsible for issuing the relevant certificate, who shall cause investigations to be initiated to determine whether a survey, as required by regulations 7, 8, 9 or 10, is necessary. If the ship is in a port of another Contracting Government, the master or owner shall also report immediately to the appropriate authorities of the port State and the nominated surveyor or recognized organization shall ascertain that such a report has been made. Notifications to recognized organization where not made in regards to NR1 generator not being operational due to turbocharger issues.

In order to discharge ballast waters in the waters of the United States, the vessel must use a ballast water management system type approved by the USCG or use an AMS, or use ballast with water from the US public water system according to the schedule in paragraph (b) of this section. This exisitng vessel, keel laid on 07APR14, with a ballast capacity of 20205.7m3 has passed its compliance date and has an inoperable approved BWMS. Prior to discharging untreated ballast in the waters of the US, the vessel must comply with one of the approved ballast water managment methods listed in 33CFR151.8035. 33CFR151.2035(a). 40c
