Vessel experienced electrical surge event on Number 3 ship service diesel generator resulting in catastrophic failure of engine. Vessel meets minimum requirements of Subchapter J with two other operable ship service generators along with a functioning emergency generator. Vessel shall perform tag-out procedures on the number 3 generator and complete repairs within 60 days. 46 CFR 111.12-5

The material, design, construction, workmanship, and arrangement of main propulsion machinery and of each auxiliary, directly connected to the engine and supplied as such, must be at least equivalent to the standards established by the ABS Steel Vessel Rules, except as otherwise provided by this subchapter. While conducting sea trials, the electo-pneumatic hydraulic system for controlling the shaft break on port shaft failed, resulting in the shaft break locking in place. Following replacement of the solenoid, Coast Guard witnessed the shaft break locking in place again. Vessel is to troubleshoot issue and make repairs as needed. After successful restoration of the control system, vessel is to contact MSU Port Arthur to clear the deficiency. 46 CFR 58.05-1(a)
