Per Ch. 13 of the vessels shipping instructions (SWI-C13-02), line item 2.2.6 of the "Notes on Drug and Alcohol Control" Section, medical Narcotics on board shall be kept by the Captain himself. TRAMADOL tablets (Narcotics) were found in the medicine cabinet, which is accessible by crewmembers other than the Captain. 74SOLAS(14)IX/5, ISM 1.4
