Machinery and electrical systems must be designed and maintained to provide safe operation of the towing vsl and safety of persons onboard under normal and emergency conditions. The starboard engine is inop due to reduction gear failure. Repair and test to the satisfaction of the attending TPO surveyor.
Action required: 17 - Rectify deficiencies prior to departure
