THE CONDITION OF THE SHIPS AND ITS EQUIPMENT SHALL BE MAINTAINED TO CONFORM WITH THE PROVISIONS OF THE PRESENT REGULATIONS TO ENSURE THAT THE SHIP IN ALL RESPECTS WILL REMAIN FIT TO PROCEED TO SEA WITHOUT DANGER TO THE SHIPS OR PERSONS ON BOARD. AT 1830 LOCAL, PSCO WAS INFORMED THAT THE VESSEL EXPERIENCED A LOSS OF PROPULSION DUE TO AN UNKNOWN CAUSE WHILE TRANSITING OUTBOUND FROM THE PORT OF LOS ANGELES UNDER THE ASSISTANCE OF TUGS. 74 SOLAS(20) I/II(a)
