All access openings in bulkheads at ends of enclosed superstructures shall be fitted with doors of steel or other equivalent material, permanently and strongly attached to the bulkhead, and framed, stiffened and fitted so that the whole structure is of equivalent strength to the un-pierced bulkhead and weathertight when closed. PSCO observed the closing mechanisms were not fully operational for the door in the cold stores provision that leads to the weather deck and door for electrical stores, rendering them not weathertight. 0615 - rescue boat - Before the ship leaves port and at all times during the voyage, all life saving appliances shall be in working order and ready for immediate use. During the annual load testing of the rescue boat, the helm section of the rescue boat separated from the hull, causing it to fall into the water, rendering it unusable. SOLAS 74(2014) III/20.2

Resolution: Received class report and photos showing a temporary inflatable rescue boat onboard the vessel. The inflatable rescue boat will remain satisfactory as the vessel will receive a new permanent rescue boat in China, the vessels next port.
