Both the masthead light and the stern light aboard the vessel are extinguished. As per regulations, these lights are required for proper navigation during nighttime or periods of reduced visibility. Vessel is not permitted to operate during nighttime or periods of reduced visibility until the navigation lights are replaced/repaired.
