1745 - 15 PPM alarm arrangements - In considering design and approval of oil content meter, the administration shall have regard to the specifications recommeded by the organization, referring performance and test specifications of MEPC.107(49). To avoid willful manipulation of 15ppm bilge alarm, every access to the 15ppm bilge alarm beyond the essential requirements of paragraph 4.2.8 requires the breaking of a seal. Tamper seas inside OCM was found broken.

9900 - other (hazardous) - In order to conduct bulk liquid oil or hazardous material transfer operations in U.S. waters, each transfer pipe system must be tested under static liquid pressure at least 1.5 times the maximum allowable working pressure annually. Crew statement and records indicate that last test of bunker line piping system was conducted using air and not liquid as a pressure test medium. Provide proper test record and statement prior to conducting bunkering operations in U.S. waters.
