Following installation, the Master, owner, operator, agent, or person in charge of the vesel subject to this subpart must properly maintain the ballast water management system in accordance with all manufacturer specifications. PSCO observed the BWMS to be malfunctioning. Vessel shall not discharge ballast water while in U.S waters.
