Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. Vessel unable to start the free-fall lifeboat. Crew attempted to repair for 1.5 hours but still unable to start. Weekly testing and maintennce records up to date. Crew stated to have satisfactory tested lifeboat engine the morning of PSC exam.

Vessel is authorized "at sea" 0.25 bar & "in harbor" 0.45 bar MARVS, but procedure for changing MARVS is not approved by flag/RO and makes no mention of changing high pressure alarm set-points (0.22 bar at sea, 0.40 bar in harbor).
