Each cargo tank venting system must operate in accordance with type approval listed in 46 CFR 162.017. Both PV top lids did not completely cover top of vapor outlet because the hinges were seized and in disrepair. Repair PV's to the satisfaction of the attending USCG Marine Inspector within 30 days of this notice.
