11101- Before the ship leaves port and at all times during the voyage all life saving appliances shall be in working order and ready for immediate use. Free-fall lifeboat primary steering was not operational. Steering wheel would not give rudder full range of motion and got stuck in position. Resolution: Multiple flanges tightened. Marine chemist certificate noted zero ethylene detected upon reattendance. PSCOs did not detect any gas leaks during cargo deck walk upon reattendance.
