On a tank barge, each cargo tank must be equipped with an overfill device that meets the rquirements of 46 CFR 2007(b)(2)-(b)(4). The high level & tank overfill alarm must activate an alarm in the event of loss of power to the alarm system. During COI inspection, found emergency batteries supplying the alarm panel to be dead; and the loss of power alarm to be inoperable. Vessel is directed to replace e-power batteries and prove proper operation of the loss of power alarm. 33 CFR 155.480(b)(2)(i), 46 CFR 39.2007(b)(2).

Barge's crew had a weight tied to the high velocity PV valve on the forward part of the barge. This was used to keep the PV valve open when onloading cargoes that did not use the vapor recovery system. The crew removed the weight from the PV valve while onboard.
