The OCMI will ensure that every tank vessel is of a structure suitable for the carriage of flammable and/or combustible liquids in bulk and for the proper grade grade the vessel carries while in service; During ISE, witnessed pinhole crack in #5 starboard void tank where transverse bulkhead meets cargo envelope. In the vicintiy of pinhole, there was cargo residue; Submit repair proposal and make approved repairs IAW 46 CFR 31.10-16(a) prior to carrying cargo; To the satisfaction of the OCMI.

Resolution: Vessel sent to gas free, then to shipyard. Cargo tank leak repaired and air tested sat.
