The electrical power available shall be sufficient to supply all those services that are essential for safety in an emergency, due regard being paid to such services as may have to be operated simultaneously. Vessel reported automatic voltage regulator on emergency generator switchboard inoperable. PSCO observed emergency generator unable to start automatically and unable to hold a load. In an emergency, vessel's emergency generator is inoperable, statement confirmed by captain and chief engineer.

Following installation, the master, owner, operator, agent, or person in charge ofthe vessel subject to this subpart must perptly maintain the BWMS in accordance with all manufacturer specifications. Vessel reported BWMS inoperable. Vessel requested 3 month extension to previously issued flag state dispensation to expire on 30SEP2020 due to unavailability of technicians and parts at upcoming ports of call. AFter cargo dischage in LA-LB, vessel will load ballast and depart for South Korea.

To discharge ballast water into the waters of the United States, the master, owner, operator, agent or person in charge of a vessel subject to 151.2025 of this subpart must either ensure that the ballast water meets the ballast water discharge standard in 151.2030(a), use an AMS as described in 151.2025(a)(3), or ballast with water from a U.S. public water system, according to the schedule in paragraph (b) of this section. Subject vessel, of keel laid date 11SEP2014 and ballast water capacity of 23142 m3, is past its compliance date per the implementation schedule in 33 CFR 151.2035 (b). Currently, vessel’s installed BWTS is inoperative. Vessel is not authorized to discharge untreated ballast into the waters of the U.S. without prior written authorization from the local Captain of the Port under the provisions of 33 CFR 151.2040 (b).

Vessels employing a Coast Guard-approved ballast water management system must meet the applicable ballast water discharge standard (BWDS) found in 33 CFR 151.2030 at all times of discharge into waters of the United States. NBIC reports indicate untreated ballast water was discharged into United States waters by the BERYL in the ports of Port Arthur, TX (06MAR2017), New Orleans, LA (22MAR2017), and Corpus Christi, TX (01JUN2017).

The BERYL failed to report any issues with the operation or availability of their installed ballast water management system in the ports listed above.

The marks shall be plainly visible and, if necessary, special arrangements shall be made for this purpose.
