To assist in casualty investigations, ships, when engaged on international voyages, subject to the provisions of regulation 1.4, shall be fitted with a voyage data recorder (VDR) as follows: ships, other than passenger ships, of 3,000 gross tonnage and upwards constructed on or after 1 July 2002. Vessel's VDR is non-operational due to CPU failure. 74SOLAS(20)20/1.4

Resolution: PSCO received tech report attesting to successful repair and test of VDR.

Following installation, the master, owner, operator, agent, or person in charge of the vessel must properly maintain the BWMS in accordance with all manufacturer specifications. Vessel's ballast water management system is inoperable. Vessel shall not discharge ballast water into U.S. Waters.

Resolution: During vessel COC examination, PSCO verified BWTS is in good working order. Examined BWTS and International Ballast Water Management Certificate. All SAT.
