The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. Docking pilot and vessel representative reported vessel failed to achieve sufficient RPMs and difficulty in starting of Main Engine. Vessel is to remain at berth until Classfication society reports satisfactory to USCG are provided regarding causal analysis, satisfactory repairs, and vessel fitness for intended routes and service.
Condition: Design Flaw
Action required: 60 - Rectify deficiencies prior to movement
Resolved 25 March 2026
Resolution: Upon investigation, it was discovered that the multiple purpose control (MPC) in the #4 cylinder was defective. It was replaced with a spare and tested IAW procedures and RPM was achieved. Propulsion was tested to Class satisfaction.
