No individual may serve as master of the vessel prior to performing the abandon ship, man overboard, and firefighting drills required by 46 CFR § 185.520 and 185.524 under simulated emergency conditions without the need of a deckhand. While conducting the man overboard drill for the initial COI, master did not demonstrate a timely recovery of a man overboard while operating as a solo master with no deckhand. Vessel must operate with a deckhand until a satisfactory man overboard drill with a solo master is conducted in the presence of a Coast Guard Marine Inspector.

VHF radio does not have a valid safety radiotelephony certificate, MMSI has not been programmed into the VHF radio, and the FCC station license currently has an incorrect vessel name. Vessel is restricted from operating greater than 1,000 feet from shore.
