PSCO observed crew testing heat detectors with unapproved testing equipment. Crew was not testing detectors in accordance with manufacturers instructions.

The condition of the ship and its equipment shall be maintained to conform with the provision of the present regulations to ensure that the ship in all aspects will remain fit to proceed to sea without danger to the ship or persons on board. Vessel lost propulsion and was unable to regain propulsion for unknown reasons while shifting berths in the Port of Brownsville. Prior to departure provide USCG class report attesting to proper operation/repair of main propulsion engine.

Resolution: The valve was secured, and vessel was able to operate the engine with no further issues. PSCO observed starting air chamber to be at adequate pressure. Deficiency corrected on the spot.
