02105 - Structural Conditions - All steering gear components and the rudder stock shall be of sound and reliable construction to the satisfaction of the Administration. PSCO observed an oil sheen originating from the stern of the vessel. After an underwater diver survey, it was determined the rudder seals of the vessel had failed, resulting in the discharge of oil from the vessel.
