During cargo discharge operations, damage was discovered to the deck plating in cargo hold #1. Punctures were discovered in ballast tanks #1 Starboard and #2 Port which was allowing ballast water to leak into the cargo hold affecting the seaworthiness of the vessel. The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without fanger to te ship or persons on board.
