PSCO observed inconsistencies between entries in the ORB and Oil Content Meter data. Additionally, there was an inconsistency between ORB and soundings for L/O Drain Tank fluid levels. Vessel must be able to provide proof of bunker line testing prior to bunkering in the US. 33 CFR 156.170 c.
