At each initial and subsequent inspection for certification, the owner or managing operator must be prepared to conduct tests and have the vessel ready for inspection of its fire protection equipment. Fire-boy fire protection system was inoperable during inspection. Vessel's fixed fire protection needs to be operational tested prior the carriage of passengers. 46 CFR 176.810(a)

A space containing machinery powered by, or fuel tanks for, gasoline must have a ventilation system that complies with this section and consists of a mechanical exhaust system consisting of at least two ventilation exhaust ducts located at the end of the space opposite from where the supply ducts are fitted, which extend to the lowest part of the bilge of the space on each side of the space, and which are led to one or more powered exhaust blowers. Where a fixed gas fire extinguishing system is installed in a space, all powered exhaust blowers for the space must automatically shut down upon release of the extinguishing agent. Vessel exhaust ventilation duct system was not connected to any mechanical blowers nor was it interconnected to the fire-boy system. Vessel shall install a ventilation system to the satisfaction of a CG marine inspector. 46CFR 182.460(a)(ii)&(d)

A vessel must be provided with a satisfactory arrangement for draining any watertight compartment, other than small buoyancy compartments, under all practicable conditions. Forward bilge pump was inoperable. Vessel shall have operational bilge pumps for draining purposes on all applicable spaces. 46 CFR 182.500(a)

A weathertight door must be provided for each opening located in a deck house or companionway. Both weathertight doors' gaskets were not providing the necessary sealing requirements. Weathertight doors' gaskets need to be renewed.

A hatch exposed to the weather must be watertight. Several hatches watertight integrity had been compromised due to condition of gaskets. Renew gaskets for all hatches whose watertight integrity has been compromised. 46 CFR 179.360(a)

Each inlet or discharge pipe that penetrates the hull below a line drawn parallel to and at least 6 inches above the deepest load waterline must have means to prevent water from entering the vessel if the pipe fractures or otherwise fails. Valve right after thru hull fitting located inside the bow thruster compartment connected to water hose on the weatherdeck is inoperable. Repair valve and pull cable to operational condition. 46 CFR 179.350(c)

All electrical equipment and circuits must be clearly marked and identified. Receptacle on the weather deck had its cable run disconnected in the fuel tank compartment and laying on the deck with exposed conductors. Cable shall be properly labelled to identify its decommission status with its respective conductors properly terminated to prevent an electrical/fire hazard. 46 CFR 183.220 (d)

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons, and the vessel from electrical hazards, including fire,caused by or originating in electrical equipment, and electrical shock. Bow thruster cable on forward lazarette is laying on bilge submerged in water. Fuel tank compartment had several cable runs loose and not properly secured. Emergency generator wire run located aft of the wheelhouse also exhibited same condition. Remove cabling, terminate connections, and properly secure wire runs. Ensure bulkhead watertight integrity is intact. 46 CFR 183.200(b)

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected. Fuel compartment space had several 1 gallon jugs full of oil laying on deck without being properly secured or stowed. All hazardous materials and/or other matter laying on bilges and/or deck has to be properly secured prior getting underway. 46 CFR 176.830(b)

Except as otherwise provided in this section, rails or equivalent protection must be installed near the periphery of all decks of a vessel accessible to passengers or crew. Provide chain or equivalent guard for aft deck restricting passenger's to only deck space protected by rails. 46 CFR 177.900 (a)

An enclosed space containing machinery powered by gasoline or other fuels having a flash point of 110 degrees or lower must be equipped with a flammable vapor detection device in compliance with 182.480. Vapor detection system would continuously alarm once power was applied and would not test properly. Repair vapor detection and provide evidence of a successful test.

Vessel did not have vessel MMSI and GPS position progammed into VHF Radio. A vessel VHF-DSCinstallatin must meet the requirements of 80.1101(c)2 including DSC distress alerting features. Provide proof that MMSI and GPS feature are properly programme

Each collision bulkhead must not be fitted with any type of penetration that is not watertight. Weld repair to the collision bulkhead requires NDT. 46CFR179.310(a)(2) 17 c

On a vessel of at least 26 feet in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each space indicated in the referenced cite. Marine Inspector (MI) observed no audible alarm to accompany visual alarm at operating station upon functional test of bilge high level alarms. 46CFR182.530(a) 17 c

Portable extinguishers and fixed systems must be inspected and maintained in accordance with NFPA. MI observed portable extinguishers and fixed system on board were not serviced. 46CFR176.810(b) 17 c

An adult life jacket must be provided for each person carried on board a vessel. MI observed 19 of 21 life jackets, required by Certificate of Inspection, present during time of inspection. Passenger count reduced by 02. 46CFR180.71(a) 705 c

A vessel must carry either a first-aid kit approved under 46CFR160.041 or a kit with equivalent contents and instructions. MI observed first aid kit contents to be expired. 46CFR184.710 16 c

Vessel restricted from using bow thruster unit until electrical plans have been submitted to and approved by MSC. 46CFR176.700(a) 705 c

Vessel had missed it's last two Annual Insppections. Vessel not to operate as an inspected vessel until after completing a new COI inspection.

Discovered that approved plans do not match equipment onboard. Provide system plans to include all DC powered components. (batteries, fuel transfer pump, exhaust blower fans, 2nd VHF radio, fuel space gas detector, & fuel sending unit.)

Repair holes in the transom bulkhead where the trim tab wiring penetrates the bulkhead.

Provide fuel system drawings and plans to include all fuel tank connections and components. Current plans are missing fuel transfer pump out on deck.

Hatch to the fuel tank space needs a gasket. The hatch is not watertight.
