The installation of fuel lines, including pipe, tube, and hose, must comply with the requirements of this paragraph. Port side fuel tank fitting was cracked.

A vessel must comply with the applicable requirements for any radio including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission. The FCC Safety Radiotelephony Certificate was expired.

Remote fuel shutoff stations must be marked in clearly legible letters. The markings for port and starboard fuel shut offs were faded and illegible.

A vessel not required to have a power driven fire pump must have at least three 9.5 liter (2.5 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so at to be easily available during an emergency. The words “FIRE BUCKET” must be in contrasting color on each bucket. Two fire bucket were not 2.5 gallon and two were not marked "FIRE BUCKET".

A catamaran vessel must be equipped with bilge pumps for each hull. Installed starboard aft bilge pump was not operating.

A vessel must comply with the applicable requirements for any radio including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. FCC Radio Station Authorization is expired, vessel restricted to 1,000 feet from shore.

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant [name withheld] damaged aluminum overhead structure and railing system rendering the vsl unfit for service, must be repaired and/or replaced to the satisfaction of attending marine inspector before returning to commercial passenger service. 46 CFR 176.700(a)

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Vsl's anchor light inoperable. Vsl restricted from operating at night and in restricted visibility until light repaired/replaced. 46 CFR 183.420

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels. Employer must provide evidence of enrollment in drug testing consortium. 46 CFR 16.230(a)

Annual Inspection. Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vsl missed annual inspection required by 12 June 2023. 46 CFR 176.500(b)(1)

At each initial and subsequent inspection for certification, the owner or managing operator must be prepared to conduct tests and have the vessel ready for inspection of its fire protection equipment, including: Inspection of each portable fire extinguisher, semi-portable fire extinguisher, and fixed gas fire extinguishing system to check for excessive corrosion and general condition. Vessels extinguishers were not serviced or charged.

A vessel must carry on floating waterlight, unless it is limited to daytime operation, in which case no floating waterlight is required. Vessel’s waterlight was missing it’s battery rendering it inoperational.

Portable extinguishers must be inspected and maintained in accordance with NFPA 10. Vessel's fwd fire extinguisher is showing in the red and needs to be recharged. Prior to carrying passengers vessel must service/replace.

Each vessel must be equipped with at least 2 operable portable battery lights. Vessel only has 1 portable light.

The discharge ends of fuel tank vent pipes must be fitted with removable flame screens or flame arresters. The flame screens must consist of a single screen of corrosion resistant wire of at least 30 × 30 mesh. The flame screens or flame arresters must be of such size and design as to prevent reduction in the net cross sectional area of the vent pipe and permit cleaning or renewal of the flame screens or arrester elements. Flame screen was pushed in and not effective.

The master of a vessel shall have examined and tested the steering gear, signaling whistle, propulsion controls, and communication systems of the vessel prior to getting underway for a voyage, except that such examination and testing need not be conducted more than once in any 24 hour period. No record of conducting test was available.

Waste receptacles. Unless other means are provided to ensure that a potential waste receptacle fire would be limited to the receptacle, waste receptacles must be constructed of noncombustible materials with no openings plastic can was being used.

A vessel must comply with the applicable requirements for any radio installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Vessel must enable DSC and program it and renew Safety Radio certificate.

Each ring life buoy with a floating waterlight must have a lanyard of at least 910 millimeters (3 feet) in length, but not more than 1,830 millimeters (6 feet), securing the waterlight around the body of the ring life buoy.Each floating waterlight installed after March 11, 1997, on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. The clip must have a strength of at least 22.7 kilograms (50 pounds), and allow the waterlight to be quickly disconnected from the ring life buoy. floating waterlight is missing the line.

Lifesaving equipment markings. (a) The name of a vessel must be marked or painted in clearly legible letters and numbers. Ring Buoy was not marked.

The master of a vessel, except a vessel listed in §185.502(a) of this part, shall keep a correct, written count of all passengers that embark on and disembark from the vessel. Prior to departing on a voyage, the passenger count must be communicated verbally or in writing, and available ashore at the vessel's normal berthing location or with a representative of the owner or managing operator of the vessel. The passenger count shall be available to the Coast Guard upon request. Marking is not available at the berth.

Each door, hatch, or scuttle, used as a means of escape, must be capable of being opened by one person, from either side, in both light and dark conditions. The method of opening a means of escape must be obvious, rapid, and of adequate strength. Handles and securing devices must be permanently installed and not capable of being easily removed. A door, hatch or scuttle must open towards the expected direction of escape from the space served.All escape hatches and other emergency exits used as means of escape must be marked on both sides in clearly legible letters at least 50 millimeters (2 inches) high: “EMERGENCY EXIT, KEEP CLEAR”. Dodgers installed only allow for 1 means of escape being they strap and zipper down.

Each vessel must be equipped with at least two operable portable battery lights. One of these lights must be located at the operating station and the other at the access to the propulsion machinery space. Lights do not work

To maintain a valid Certificate of Inspection, you must complete an annual inspection within the periods specified in 176.500(b)(1) and your COI must be endorsed. Vessel had missed both the drydock inspection and the COI annual. Prior to the carriage of passengers, vessel must conduct a satisfactory exam with the USCG.

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew.

Vessel's fire extinguishers need to be recharged and serviced. Prior to carrying passengers, vessel must provide proof of servicing to the satisfaction of the attending Marine Inspector.

Vessel's COD is expired. Prior to carrying passengers vessel must provide documentation of a valid COD.

Vessel must provide a list of all employees enrolled in drug consortium to the satisfaction of the attending Marine Inspector.
