Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. PSCO observed during lowering the rescue boat that the aft davit remained in position after releasing the winch brake. The forward davit arm released normally, followed by the aft davit violently releasing causing the rescue boat to slam against the hull several times. 17ac
