14501 - EVERY SHIP OF 100 GROSS TONNAGE AND ABOVE, AND EVERY SHIP WHICH IS CERTIFIED TO CARRY 15 OR MORE PERSONS, AND FIXED OR FLOATING PLATFORMS SHALL CARRY A GARBAGE MANAGEMENT PLAN WHICH THE CREW SHALL FOLLOW. PSCO OBSERVED AN EXCESS OF 05 CUBIC METERS OF VARIOUS GARBAGE STORED IN PLASTIC BAGS IN ONE LARGE PILE WITHIN THE STEERING GEAR ROOM. VESSEL'S GARBAGE MANAGEMENT PLAN STATES THAT ONLY .2 CUBIC METERS OF GARBAGE CAN BE IN PLASTIC BAGS WITHIN THE STEERING ROOM, AND MUST BE SEGREGATED AND LABELED ACCORDING TO THEIR CONTENTS. MARPOL ANNEX V REGULATION. 10-2 / 17AC

Resolution: Received, reviewed and accepted proper documentation from M/V UNITED HARMONY stating the deficiency was rectified. Garbage was removed from the vessel by Spokane Waste Energy Facility.

A self-contained emergency source of electric power shall be provided. PSCO observed that emergency generator would not operate due to No. 3 F.O. injection valve being damaged during maintenance due to heavy corrosion on 11 October 2019. Vessel is restricted from movement.

Whenever there is a hazardous condition on board a vessel, the Owner, Agent, Master, Operator, or Person in charge must immediately notify the nearest Coast Guard Sector Office, in addition submit any report required by 46 CFR 4.05-10. Vessel failed to report hazardous condition consisting of inoperable Emergency Generator prior to arrival into port. Provide Corrective Action Plan from company with concurrence from Administration.
