These ships using separate fuel oil to comply with paragraph 4 of this regulation and entering or leaving an emission control area set forth in paragraph 3 of this regulation shall carry a written procedure showing how the changeover procedure is to be done. Emission control area records and low Sulphur fuel over procedures were not in place at the time of exam. The vessel’s IAPP mentions the vessel must comply with regulation 14 of Annex VI. MARPOL Annex VI Regulation 14.6.

Each loading arm and each transfer pipe system including each metallic hose, must not leak under static liquid pressure at least 1 ½ times the maximum allowable working pressure. For vessel’s the test must be done annually or as part of the biannual and mid-period inspections. The vessel’s crew did not provide the team with records of the test. Vessel must test bunker line prior to conducting bunkering in the US. 33 CFR 156.170 f (2).
